Direct answer
Foreign couples can use Portugal’s civil marriage process. Start with a Civil Registry before you make a legal date depend on a venue or ceremony plan. Portugal’s national Registry guidance says the process can begin at any Civil Registry and directs foreign couples to a Registry with their identity documents, birth certificates and evidence of capacity to marry.
The national page gives a useful framework, but the selected Registry must still confirm how your nationality, residence, document authentication, earlier marriages, representation, language and chosen location affect the file. A supplier or venue cannot replace that confirmation.
Start with the Registry, not the setting. Agree the legal route, document form, date and location with the Civil Registry. A symbolic celebration remains legally separate from the authorized civil or eligible religious-form marriage.
The four questions to settle
Which ceremony creates the marriage?
Portugal’s process covers civil, Catholic and civil marriage in an eligible religious form. Each begins with the preliminary Registry process. A symbolic ceremony does not create a civil record merely because it looks like a wedding.
Which office holds the process?
The marriage process may start at any Civil Registry. The date and location are then agreed with the registrar. A ceremony outside the Registry or outside normal hours needs prior agreement; a private setting is not automatically an authorized legal location.
What is required beforehand?
The national foreign-couple list names identity documents, a birth certificate and a matrimonial- capacity certificate issued less than six months earlier, or a declaration that the applicant’s country does not issue that certificate. Translation, legalization and substitute evidence still need the selected Registry’s confirmation.
What proves the marriage afterwards?
Portugal issues marriage certificates in paper and electronic forms. A paper international multilingual form also exists. The institution that later asks for evidence decides which form, translation or authentication it accepts. A marriage in Portugal is not converted into a UK certificate. In the US, use of the Portuguese record depends on the state, federal or other process requesting it.
